Helsinki, January 23, 2024- The European Chemicals Agency (ECHA) in its 30th update of the REACH Candidate List announces the addition of five new hazardous chemicals, increasing the total to 240 SVHC entries. This move, aimed at enhancing chemical safety, emphasizes the imperative of managing risks associated with these substances.

ECHA adds 5 SVHCs to the EU REACH Candidate List

The newly listed chemicals, found in everyday products like inks, toners, adhesives, sealants, and cleaning agents, pose threats ranging from toxicity to environmental persistence. Notably, dibutyl phthalate's entry now encompasses its endocrine-disrupting properties concerning the environment.

Details of the new substances added to the REACH Candidate list of SVHCs

  • 2,4,6-tri-tert-butylphenol: Toxic for reproduction; Persistent, bioaccumulative, and toxic. Used in manufacturing and fuel products.
  • 2-(2H-benzotriazol-2-yl)-4-(1,1,3,3-tetramethylbutyl)phenol: Very persistent and very bioaccumulative. Common in air care products and coatings.
  • 2-(dimethylamino)-2-[(4-methylphenyl)methyl]-1-[4-(morpholin-4-yl)phenyl]butan-1-one: Toxic for reproduction. Found in inks, toners, and coatings.
  • Bumetrizole: Exhibits very persistent and very bioaccumulative properties. Present in coatings and cleaning products.
  • Oligomerisation and alkylation reaction products of 2-phenylpropene and phenol: Also identified as very persistent and very bioaccumulative. Used in various applications.

The Member State Committee's endorsement cements these substances' status on the Candidate List, potentially leading to inclusion in the Authorization List.

Under REACH guidelines, companies must fulfill legal obligations, ensuring consumers receive information on safe usage. Importers and producers must promptly notify ECHA of any articles containing Candidate List substances. Compliance with the Waste Framework Directive's (EU WFD) SCIP database notification requirements further underscores the significance of regulatory adherence.
