The European Chemicals Agency (ECHA) has finalized the 32nd update of the REACH Candidate List, officially adding five new substances of very high concern (SVHCs) in January 2025. Additionally, one existing entry has been updated, marking another step in the EU’s commitment to regulating hazardous chemicals.
This update was confirmed during the December 2024 Member State Committee (MSC) meeting, correcting earlier reports that suggested six new additions. With this update, the total number of SVHCs on the Candidate List has increased to 247.
Newly Added Substances (SVHCs) – January 2025
- Octamethyltrisiloxane (CAS 107-51-7, EC 203-497-4) – Identified as very persistent and very bioaccumulative (vPvB), commonly used in cosmetics, lubricants, coatings, and textiles.
- O,O,O-triphenyl phosphorothioate (TPPT) (CAS 597-82-0, EC 209-909-9) – A persistent, bioaccumulative, and toxic (PBT) substance found in lubricants, hydraulic fluids, and cooling liquids.
- Reaction mass of triphenylthiophosphate and tertiary butylated phenyl derivatives (CAS 192268-65-8, EC 421-820-9) – Classified as PBT, commonly used in lubricants, greases, and hydraulic liquids.
- Perfluamine (CAS 338-83-0, EC 206-420-2) – A perfluorinated compound flagged for vPvB concerns, used in electronics and cooling systems.
- 6-[(C10-C13)-alkyl-(branched, unsaturated)-2,5-dioxopyrrolidin-1-yl] hexanoic acid (CAS 2156592-54-8, EC 701-118-1) – Toxic for reproduction, primarily used in metalworking fluids, lubricants, and greases.

- Tris(4-nonylphenyl, branched and linear) phosphite (TNPP) – Now classified for endocrine-disrupting properties in the environment.

Diphenyl(2,4,6-trimethylbenzoyl)phosphine oxide (CAS 75980-60-8, EC 278-355-8) – Identified for its toxic for reproduction properties, commonly used as a photoinitiator in coatings, adhesives, and inks.
June 2024: Five New SVHCs Added
In June 2024, ECHA expanded the Candidate List with five additional SVHCs, bringing the total to 241 at the time.

- 2,4,6-tri-tert-butylphenol (CAS 732-26-3) – vPvB, used in lubricants and adhesives.
- Bis(4-chlorophenyl) sulphone (CAS 80-07-9) – Toxic for reproduction, used in polymer production.
- 4,4’-sulphonyldiphenol (Bisphenol S, BPS) (CAS 80-09-1) – Endocrine disruptor, found in plastics and resins.
- Benzo[k]fluoranthene (CAS 207-08-9) – Carcinogenic, found in fossil fuels and combustion byproducts.
- Dibutylbis(pentane-2,4-dionato-O,O’)tin (CAS 22673-19-4) – Toxic for reproduction, used in coatings and plastics.

In January 2024, ECHA added nine new substances, increasing the total number of SVHCs to 236.

- Sodium 4-(1-decylnonyl)oxybenzenesulfonate – Endocrine disruptor, used in surfactants.
- 1,1'-[1,2-ethanediylbisoxy]bis[2,4,6-tribromobenzene] – PBT, used as a flame retardant.
- Tris(2-methoxyethoxy)vinylsilane – Toxic for reproduction, used in coatings.
- 2,2’,6,6’-tetrabromo-4,4’-isopropylidenediphenol – Endocrine disruptor, found in flame retardants.
- Glutaral – Skin sensitizer, used in biocides.
- 2-methylimidazole – Toxic for reproduction, used in pharmaceuticals and coatings.
